  The Anhui Coup

  In January 1941, the New Fourth Army headquarters and its directly affiliated troops of over 9,000 men were ambushed by seven divisions of more than 80,000 men led by Nationalist commanders Kuomintang Gu Zhutong and Shangguan Yunxiang while en route to a new deployment. The New Fourth Army fought bravely for several days but was largely annihilated except for over a thousand men who broke through the encirclement. Commander Ye Ting was illegally detained, Deputy Commander Xiang Ying, Chief of Staff Zhou Zikun and Director of the Political Department Yuan Guoping were killed. This event became known as the "Eternal Shame" in modern Chinese history - the New Fourth Army Incident.

  Communist Party Problem Handling Measures

  Separate secret orders were given to high-ranking officials in each province's party, government and military.

  Party and government affairs

  (1) The whole nation should uniformly abide by the Program of Resistance and National Reconstruction, taking the Three Principles of the People as the highest principle. Any disputes shall be handled in accordance with the law.

  (2) The Party shall not permit any organization or mass movement, whether public or secret, to use its name as a pretext in any locality. If such cases are discovered, they shall be ordered to disband and shall receive due punishment.

  (3) Peripheral organizations of the Communist Party, such as the Vanguard of National Liberation, Northwest Youth Salvation United Association, Workers' Salvation Association, Peasants' Salvation Association, Women's Salvation Association, and All-China Students' Federation, should be immediately ordered to disband and their training taken over by a designated central organ.

  (4) Without special permission from the Central Committee, party members are absolutely not allowed to serve in various troops, organs and military schools, transportation and industrial institutions. The aforementioned departments should especially strictly guard against Communist Party infiltration activities and the development of their secret organizations.

  (5) Individual [**] members serving in various public and private organizations, must submit a list to the Zhongyang; otherwise, once discovered, they will be prosecuted for wartime illegal activities.

  (6) The Communist Party should immediately stop all kinds of propaganda and dissemination of ideas that violate the policies of our party, as well as publicize the actual situation of the party's charter, resolutions, and declarations. Propaganda activities related to "united front", "new stage", "Latinization movement", "new enlightenment movement", "democratic political issues" and "minority nationalities issues" should be banned.

  (7) All newspapers, magazines, bookstores or printing houses operated by the Communist Party shall be registered and filed in accordance with the law, and shall comply with the regulations of the law. Newspapers and magazines shall not carry prohibited texts or advertisements, and bookstores shall not sell prohibited books and publications. If they do, they will be closed immediately. Other newspapers and magazines that publish illegal texts of the Communist Party shall also be banned. When the publishing industry is nationalized, all newspapers, magazines, bookstores and printing houses operated by the Communist Party shall be abolished.

  (8) The attitude towards the members can be divided into two types. The upper layer emphasizes "rational persuasion", dealing with them in a "strict and proper" manner, while the middle and lower layers provide "practical education", dealing with them in a "severe" manner. However, for young people who are still uncertain in their thinking, it is better to be sincere and sympathetic, guiding them well, so that they can repent and awaken.

  Administration

  (1) Absolutely deny the so-called "Shaanxi-Gansu-Ningxia Border Region Government" organization, the Central Committee decided to recognize it as a local problem and instructed each provincial government to automatically take various necessary measures to restore jurisdictional power.

  (2) The local political power organized by the Communist Party in the North China guerrilla zone should be immediately transferred to the Hebei-Chahar War Zone Party and Government Committee Branch.

  (3) Educational and training organs must be absolutely unified under the Central Committee. The "Shaanbei Public School" and the "Anti-Japanese University" should be ordered to close or be taken over by the Central Committee, at least their teaching staff should be dispatched by the Central Committee, and the curriculum should be approved by the Ministry of Education.

  (4) No region shall establish an economic system that violates the Party's stance and the Central Government's laws.

  (5) According to the financial conference of Guizhou, the provincial government was allowed to issue province notes and subsidiary currency (military circulation coupons) with French Indochinese piastres as backing, but the amount issued by each province should be submitted for approval first and must not be printed or issued indiscriminately in order to prevent abuses.

  Military aspect

  (1) Dispatch powerful troops or loyal and reliable guerrilla cadres to Hebei and Shandong, strengthen the party's military forces in North China, and restrict the development of the Communist Party.

  (2) Dispatch powerful troops to enter northern Shaanxi, or organize local troops in northern Shaanxi to establish the party's military strength in that area and ensure the progress of party and government work.

  Handling of Inter-Party Problems

  On November 14, 1940, the Nationalist Government's Military Command Department drafted the "Plan for Annihilating the Communist Army South of the Yellow River" based on Chiang Kai-shek's orders. The plan stipulated that the first step would be to use the troops under the command of Gu Zhutong, the Commander-in-Chief of the Third War Zone, to clear out the New Fourth Army in southern Jiangsu by the end of January 1941. On December 3, He Yingqin proposed in a handwritten letter to Xu Shichang, the Director of the Military Command Department: "If the enemy troops north of the Yangtze River (referring to the northern detachment of the New Fourth Army) dare to attack Xinghua, then the Third War Zone should immediately eliminate the New Fourth Army in southern Jiangsu." The next day, Xu Shichang reported He Yingqin's opinion to Chiang Kai-shek, who approved it.

  6. Telegrams to Ye Ting and Xiang Ying before the Anhui Incident

Although we are now protesting to the Nationalist Party and demanding an extension of time limit and issuance of pay and ammunition, you must not harbor any illusions about the Nationalist Party and do not rely on their assistance for anything. Consider anything they might assist you with as merely incidental. You must have determination and a way to break through the darkest and most unfavorable environment and achieve the goal of moving northward. If you have such determination and a way, then even if you suffer losses, your basic backbone can be preserved, and your future prospects for development will still be bright; but if you are hesitant and wavering, without any method or determination, then under the enemy's fierce attack, you will be in great danger. There is no place in the whole country where there is such hesitation and lack of determination as yours. In the course of moving, if the Nationalist Party attacks you, you must have a self-defensive preparation and determination; this instruction has also been given to you long ago. We do not understand what instructions you want us to give you? Do you yourselves have any instructions? Now you are again raising the question of whether to stay or leave; what is it that you yourselves advocate? Is it to stay or to leave? If you continue in this manner, without a clear view and without direction, you will suffer greatly in the future."

  7. Speech after the Anhui Coup

  "I fear for the worries of the Ji Sun, not in the outside world, but within the walls of their own home. The reactionary faction will inevitably pick up a stone to hit their own feet, and at that time we can only stand by and watch. We value cooperation, but they must also value cooperation. Honestly, our concessions have limits, and the stage for making concessions has already ended. They have made the first cut, and this wound is very deep. If they still care about their future, they should come out to heal this wound themselves."

  As for the article spoken by the gqìng Military Commission spokesperson, I can only criticize it with the four words "self-contradictory". On the one hand, in the gqìng Military Commission's order, it says that the New Fourth Army is "treasonous", and on the other hand, in the spokesperson's talk, it says that the purpose of the New Fourth Army is to march into the Jiangsu-Shanghai-Hangzhou triangle area to establish a base. If we follow what he said, wouldn't marching into the Jiangsu-Shanghai-Hangzhou triangle area be considered "treason"? The stupid gqìng spokesperson didn't think it through, where exactly would they go to betray who? Isn't that place occupied by rìben?   Comrades Director Chiang and members of the Central Executive Committee and Control Committee:

  As the War of Resistance enters its fifth year, the enemy's defeat is already certain, and the international situation has become favorable to us. This year is approaching the final victory, and our people should firmly believe in it and work together with determination to achieve it. Who would have thought that the fate of the Japanese bandits' defeat would not be the final completion of our nation's liberation? Our War of Resistance is still not out of danger, and we will continue to experience even greater hardships and difficulties, as indicated by the Chairman in his New Year's message this year.

  Since our party's provisional national congress last year determined the guidelines for the War of Resistance and national construction, it has been clear that our national policy is to fight the war for the sake of national construction, and also to construct the nation through the war. This is indeed an indication of the final victory, which depends on various domestic arrangements and measures. These include the recovery of occupied areas, the liberation of oppressed peoples, the realization of the Three People's Principles, and the achievement of a peaceful and independent status for our nation and people.

  However, recently there have been rumors of attacking the Communist Party that have caused a stir at home and abroad. The Chinese people are worried about the reappearance of internal strife, and foreign friends are secretly discussing whether China can maintain its resistance against Japan. If unfortunately the fact of attacking the Communist Party is established, it will not only repeat the past sufferings but also cause the foundation of our national construction to collapse in an instant. Moreover, the trend of the times will become even more unfavorable, and the future of our nation, people, and party will be even more unimaginable.

  The problem of the Communist Party is originally a global issue. As long as the world's pathological condition is not eliminated, this kind of force and organization will inevitably exist. My predecessor had already revealed its beginnings. This kind of global organization, which exists due to the influence of global capitalism, even if it is temporarily solved by military force, will inevitably revive and grow, and cannot be eradicated by human efforts. This is an undisputed fact.

  My predecessor had worked together with us in the national revolution, with great vision and foresight, without needing further explanation. Therefore, when he was about to pass away, he wrote a letter to the Soviet Union, whose main idea was that while uniting with the Soviet Union externally, internally we should focus on domestic harmony, cooperation, unity, and mutual assistance. All comrades should remember this.

  Now, the Japanese invaders have reduced our country to a colony, and they are the enemy of our party as well as the enemy of the people; the mortal enemy of the enemy is also our good friend. Therefore, it is not suitable for our party to take the elimination of the Communist Party as the starting point of its policy, which is also an undisputed fact.

  Now that China's resistance against Japan is under the leadership of our government, then the development of this resistance will be a strong support for our party, and a bulwark in the war of resistance. This is in line with my predecessor's vision of "the world belongs to all" and also conforms to the intention of our leader to mobilize the nation's unlimited potential. Therefore, it is beneficial to both our party and the nation, and is an urgent necessity at present.

  The party issue is not just a matter of handling the Communist Party, but rather a general principle for dealing with all anti-Japanese parties outside of our own. Each party has the freedom to express itself according to the law, which is a natural rule in a democratic country. Moreover, it is necessary for various parties and factions to work together under the same revolutionary banner without mutual suspicion. Our party leads the revolution to promote constitutional rights, and we have no intention of monopolizing power. Now that our great enemy is outside, we must be united internally, and all problems depend on developing content rather than adhering to form, and on grasping the overall situation rather than being bogged down in details. If we were to use force against others without justification, it would lead to isolation and people would think that our leadership is incompetent. This is not what our party comrades want. To complete China's revolution and maintain our party's leadership, we must show tolerance to others, be sincere with them, inspire them with virtue, and treat them with trustworthiness. I believe that our top leaders have already considered this.

  Moreover, the Commander-in-Chief has repeatedly emphasized that what the enemy wants us to do, we should avoid; what the enemy does not want us to do, we should insist on. Now that the enemy is on the verge of defeat, they can only rely on weakening our anti-Japanese forces to the point of elimination, and thus can only rely on launching a civil war with no restrictions. In response to the enemy's plot to use war to nurture war, we should start by supporting the various anti-Japanese forces in the occupied areas.

  We must avoid the enemy's poisonous plan to use Chinese against Chinese, and ensure that our country does not become divided. This has already become a crucial point that cannot be disputed. Therefore, the various friction events that have occurred within our country are baseless, and the enemy's recent rumors and attacks will collapse on their own.

  The Commander-in-Chief's illness in the past was caused by the enemy's provocation and divisive policies, but these will never be implemented again. The distinction between merit and demerit, success and failure, is now clear. Not only do our countrymen deeply understand this, but so do our friends and enemies alike.

  The testament of our late Premier, which has awakened the masses and united all ethnic groups in a common struggle for equality, is now more relevant than ever. As the Premier said: "There are no divisions between north and south, old and young; everyone has the responsibility to resist and save the country."   This year is one of the most difficult and crucial for our nation.   In my humble opinion, we should uphold the testament of our late Premier, implement our party's national policy, abolish the plan to suppress communism, resolve the issue of uniting with the Communist Party, develop various resistance forces, and safeguard all parties involved in resistance. With just one move, we can lay a solid foundation for peace and stability.

  As for those who act against the public will of our people, they will not be loved or protected by our nation. There is no need to use force against them. If they have any strength, our party should seek the opinion of our people and guide them towards useful endeavors. Our party's policies are clear to everyone; it is up to us to promote and expand them.

  Chen Jia-geng's telegram to the National Assembly for transfer to the Kuomintang government

  National Political Council transferred to Zhongyang Zhengfu, hereby notify all government officials nationwide and fellow citizens:

  Last year, I, as the chairman of the Chinese Chamber of Commerce, represented 11 million overseas Chinese and led a comfort mission to visit China to inspect the military and political situation during wartime, as well as the economic production and people's livelihood. The main purpose was to see how our motherland was fighting against the enemy and whether we would win in the end. We also wanted to find evidence of progress to bring back and promote among overseas Chinese, to encourage them to donate more and strengthen their support for the war effort.

  From last winter to this September, I traveled to 15 provinces, from the northwest highlands to the southeast coast, and saw that soldiers were fighting hard, regardless of life or death, while civilians were working diligently, not afraid of blood and sweat. The patriotic spirit was truly inspiring. However, politics was not as good as the military, corruption was still rampant, and there were many complaints among the people.

  Fortunately, our leaders are wise and the whole country supports them. Although the enemy is strong, we can still expect to win in the end. When I returned south, I reported what I saw truthfully. My heart has no bias, and my words are not exaggerated.

  Overseas Chinese have been donating money to support our country purely out of patriotism, without considering party affiliation. For decades, they have been supporting China's revolution, disaster relief, education, and other causes. Although the Nationalist Party is not allowed to operate openly in some countries, and many overseas Chinese do not have party affiliations, most of them are patriotic and support our country's resistance against Japan.

  However, I did not expect that there would be conflicts between the two parties, which would affect the morale of our people. Some people even stopped donating money or became disillusioned with the government. As the chairman of the Chinese Chamber of Commerce, I felt it was my duty to speak out and persuade the leaders of both parties to put aside their differences and work together for the sake of our country.

  Mr. Chiang Kai-shek expressed his appreciation for my efforts, and Mr. [**] also thanked me for my support. I hope that my words can be heard by our people and that we can avoid internal conflicts. Recently, the enemy has launched a new attack, and our country is in crisis again. If we do not put aside our differences and work together, we will surely lose.

  As someone who has been living abroad for a long time, I am not familiar with politics or personal interests.   To all newspapers nationwide, to fellow citizens across the country, and to President Lin Sen of the National Government, Generalissimo Chiang Kai-shek of the Kuomintang, Mr. [**] and other party leaders, as well as members of the Political Council:

  According to reports, the New Fourth Army has been accused of disobeying orders to redeploy troops, hindering friendly forces, and has been subject to military discipline by Commander-in-Chief Gu Zhutong of the Third War Zone. The Military Affairs Commission has also ordered the cancellation of its designation.

  The inside story behind this incident is unclear due to the simplicity of the report, but as a Shanghai citizen, I believe that at this critical moment in our fight against the enemy, such an unfortunate event should not have occurred. It seems that there may be some unspoken difficulties for President Lin Sen.

  However, as the saying goes, "when the snipe and the clam fight, the fisherman benefits." The teachings of past sages are worth remembering. Since its establishment, the New Fourth Army has fought bravely across the country, and its contributions to national defense have been reported by newspapers at home and abroad. These facts can be verified through records, and even if there were misunderstandings, they could have been resolved through political means. Why did it come to armed conflict, earning us the ridicule of "same bed, different dreams"?

We urge party leaders to consider the fact that our ancestral lands have not yet been recovered, half of our fellow citizens are still suffering, and to put aside internal conflicts for the sake of national unity.

  We call on all fellow citizens across the country to join us in urging an end to internal strife and civil war, and to focus on resisting the enemy. This is the only way forward that will bring real benefits to our nation.

  Shanghai people from all walks of life and groups knock at the door

  Chiang Kai-shek's secret order to Gu Zhutong to "solve" the New Fourth Army in Jiangnan

  December 10, 1940

  Shangrao Gu Zhangguan Zhushi Mi

  (1) Investigate the Northern Jiangsu Bandit Puppet Army's constant attacks on the Korean Army. In order to prevent the troops south of the Yangtze River from directly participating in the attack on the Korean Army, they should not be allowed to cross the river north of Zhenjiang, but only allow them to cross the river from their original location south of the Yangtze River, or follow a route designated by the superior officer.

  (2) In this war zone, for the Jiangnan bandits, we should follow the previously set plan and make arrangements and preparations. If it is discovered that the Jiangbei bandit troops dare to attack Xinghua or fail to cross the river to the north by the deadline (December 31 of this year), these troops should be immediately eliminated, without showing any further leniency.

  (6) As for the local pacification and military advances and retreats, each responsible official will be in charge of handling them. The planned deployment for the pacification is as follows:

  First, the guiding principle: The war zone will focus on rebuilding the party and government in the border areas of Henan, Hubei, Jiangsu, and Anhui, in order to serve the purpose of resisting Japan. It is decided that the comprehensive strength of the military, government, and party will be used to eliminate bandits within the jurisdiction.

  B. Bandit army strength and roaming areas:

  The Ping-Han Railway has a bandit force of over 8,000 men, led by the Western Bandit Chief [**], operating in the areas of Beijing, Zhongshan, Tianjin, Hankou, Hanyang, Yingcheng, Yunyang, Anlu, Suizhou and Xiangyang, with the Eight Trigrams Gate and Dashan as their base.

  (2) The bandit leader Zhang Yunyi, with a force of about 20,000 men, was south of the Huai River, operating in the area around Huanggang, Huo, Fang, Wu, Lu, Ding, and Cha, using the Yinping Mountains of Cha and Lu as his base.

  (3) The bandit leader Peng Xuefeng north of the Huai River had a force of about 30,000 men, who were entrenched in the counties of Guo, Meng, Ling, Xiao and Yong.

  Cleansing and Purging

  (1) Military deployment division:

  A. Commander of the Ezhong District, Wang Zhongyuan, is in charge of the New Second Army and the 14th and 15th Duli Brigades, as well as the Hubei Guerrilla Forces.

  B. Commander-in-Chief of the Huainan District, Li Pinxian, is in charge of troops from Henan, Hubei, and the border areas.
