Chapter 4: Xiaokang Plan

  Chapter 4 Xiaokang Plan

Lin Feng understood Jiang Jingguo's mind very well. In fact, it was not difficult for him to give up the current Taiwan foreign policy, but the key was that person Jiang. As someone who had dealt with the Communist Party all his life, if you asked him to give up his plan to retake the mainland, it would be like killing him. Mentally, he might feel hopeless and physically, he would soon collapse.

This is absolutely not what Chiang Ching-kuo would like to see, of course Lin Feng also hopes that Chiang can live a little longer, because with Chiang on top, he has more time to develop and doesn't have to worry about petty people causing trouble, but reality cannot be helped, they must quickly establish contact with the mainland.

But let's leave this matter to the Chiang father and son to worry about, they need to quickly develop a plan for Taiwan's economic development. At present, Taiwan's economy has some strength with the help of the United States, but compared to developed countries, it still lags far behind. In the early 1960s, Taiwan's "import substitution" industry had already made significant progress.

On this basis, the authorities shifted the focus of economic development to "export processing" industries. To accelerate the growth of this sector, Taiwan established a number of special export processing zones and used various economic incentives to attract domestic and foreign capital into the sector. The development of "export processing" industries greatly raised Taiwan's overall level of industrial production.

In the 1970s, Taiwan began to focus on developing the island's infrastructure and capital-intensive heavy industries such as steel and petrochemicals. At that time, Taiwan focused on ten major projects, including highway facilities, airports, ports, telecommunications and other engineering works.

At the same time, Taiwan vigorously trained and developed the technical talents needed for the transition to heavy industry and technology-intensive industries. Due to the early attention to the adjustment of its own economic structure, the two severe global energy crises in 1973 and 1978 did not have a significant impact on Taiwan's economy. By the end of the 1970s, the "Taiwan Economic Miracle" had already begun to attract attention.

Lin Feng now only needs to combine the experience of his past life and summarize a complete set of economic planning suitable for Taiwan's development. First, the Taiwanese authorities' proposal of a small prosperity plan at that time still had its rationality.

Firstly, in terms of agriculture, Taiwan has traditionally been an agricultural region, but in recent years the growth of agriculture has lagged behind that of industry. Only 25% of Taiwan's land is suitable for cultivation, and since 1953, the Taiwanese authorities have adopted the economic development strategy of "using agriculture to nurture industry, and using industry to drive agriculture".

Taiwan's agriculture has entered a period of rapid development, known as the "second golden age" of Taiwan's agricultural development. However, this prosperity did not last long and since the end of the 1960s, agriculture has entered a stagnant phase, it is time to make major adjustments to agricultural policies, shifting from focusing on agricultural production and increasing food self-sufficiency to comprehensive development of agriculture, rural areas, and farmers' lives, from traditional mechanical farming to modernized agricultural labor, increasing technological content, and building Taiwan's modern agricultural garden.

The structure of agricultural production has gradually changed from a single traditional agriculture dominated by planting to a diversified and commercialized agriculture with comprehensive development of forestry, animal husbandry and fishery. Lin Feng had in his hands a batch of high-yielding and high-quality agricultural technology materials from the Federation, as well as some seeds for living food such as rice, wheat and corn, although they were not as good as those specifically designed for planting, but still much better than the current seeds on Earth.

Secondly, the next most important thing is industry. In the 1970s and 1980s, Taiwan's economy entered a period of rapid growth. Since the 1980s, due to changes in Taiwan's internal and external economic environment, the Taiwanese authorities proposed in 1986 to implement an economic transformation that was liberalized, internationalized, and institutionalized.

Further improve and perfect the market economic mechanism, and take industrial upgrading and expanding foreign trade markets outside the United States as major adjustments. Determine the ten emerging industries of communications, information, consumer electronics, semiconductors, precision machinery and automation, aerospace, advanced materials, special chemicals and pharmaceuticals, medical care and pollution prevention and control as pillar industries.

After nearly 10 years of economic transformation, Taiwan's economy has made certain progress in liberalization and internationalization, and industrial upgrading has also shown initial results. Capital- and technology-intensive industries now account for 61.5% of the manufacturing sector, with the information industry being particularly prominent, its output value ranking among the world's top.

Taiwan's export market focus has gradually shifted from Europe and the United States to Asia, with exports to the US falling from 48.8% in 1984 to 23.7% in 1995, while exports to Asia rose from 32.8% in 1988 to 52.6% in 1995. The structure of export products has also undergone significant changes, with electronics, information, machinery, electrical and transportation equipment accounting for over 50% of total exports.

The Taiwan authorities have formulated economic policies such as seeking stability and development. For example, in terms of development strategy, first develop agriculture and labor-intensive industries, then develop capital- and technology-intensive industries; first develop import-substituting industries, and then develop export-oriented industries, which has well combined with the actual situation of Taiwan and effectively utilized the opportunities brought by changes in the international economic environment.

However, due to the lack of necessary technology and equipment, Taiwan has never been among the top ten industries. Its products have fallen behind those in Europe, America, and Japan. With the addition of Lin Feng, he decided to make Taiwan a research base for materials, machinery, information, electronics, shipbuilding and aircraft manufacturing, semiconductors and communications, precision processing, aerospace, chemical and pharmaceutical industries, and environmental science, allowing the Chinese nation to stand at the forefront of world technology.

To achieve this grand goal, Lin Feng needs to combine the materials in his hands and plan carefully. First, he needs to develop steel smelting, as steel is the foundation of a country's industry. In later generations, China was unable to produce suitable steel, leading to various engineering projects being suspended or purchasing foreign steel at high prices, especially special steels.

Although Taiwan has no iron ore resources, the moon does. The iron on the moon is not only rich but also easy to extract, so the raw materials for the smelter are solved. What's left is equipment and technology, which Lin Feng lacks the least now. He lacks workers, and Taiwan doesn't have enough industrial workers.

In the short term, we can only rely on intelligent robots to solve the problem, but also think of ways to hire some from outside. However, outsiders will never be trusted, and Taiwan's problems will not be thoroughly solved until it has its own industrial workers.

With steel as an industrial raw material, the automotive industry can develop. The most important of these industries is the engine industry. Although by the time of the Galactic Era such cars that only ran on land had been eliminated by those that could go into the sky and underground, major automobile manufacturers no longer produced this type of car.

However, there are still some antique enthusiasts who reserve some for their own entertainment. The design materials of these engines, Lin Feng's super battleship, are all available, and they were collected by some enthusiastic fans when they had nothing to do, and now they are all cheap for Lin Feng.

Having these materials is not enough, the key is mechanical processing capability, especially precision processing capability. If these two aspects are not up to standard, even if Lin Feng has advanced technical data, it cannot be converted into actual results.

Lin Feng began to organize some materials and gradually improve the outline of Taiwan's economic development: First, the top ten constructions 1) Nuclear power plant In fact, this is a nuclear fusion power station. Currently, countries around the world have mastered uncontrollable nuclear fusion reactions such as hydrogen bombs, but only Lin Feng, who comes from the interstellar era, has mastered controllable nuclear fusion technology. This technology was most common in the interstellar era, but it is completely unfamiliar to modern people.

Of course, in order to cover up, a nuclear fission power plant must also be built. At the same time, for safety and to prevent nuclear leaks, Lin Feng must adopt mature technology, and all materials and equipment must be manufactured by small factories on super battleships.

  2) The large steel mill is also crucial, in order to prevent over-reliance on foreign steel products and eliminate the drawbacks of past inaccuracies due to inconsistent steel sources. It was decided to introduce new technologies and equipment to China Steel Corporation in Kaohsiung, upgrade and transform its industry, and gradually build it into a world-class steel enterprise.

CSBC merged China Shipbuilding Corporation and Taiwan Shipbuilding Corporation, moved its headquarters to Keelung after the merger, integrated the resources of the two factories with Lin Feng's technology and equipment to build China's shipbuilding industry.

  4) The petrochemical industry in Kaohsiung developed two petrochemical industrial zones - "Ren-Da (i.e. Renwu, Dasha) Petrochemical Industrial Zone" and "Linyuan Petrochemical Industrial Zone". The construction of the China Petroleum Corporation's Kaohsiung Refinery promoted the development of Taiwan's plastics, synthetic rubber, synthetic fibers and chemical industries, reduced domestic industry's dependence on foreign countries, and increased the competitiveness of downstream processed products in foreign sales.

  5) The automobile and engine factory must be built, the Chinese people must have their own cars, they must have their own 'heart'. Taiwan will hold a car racing competition, watching China's self-made cars surpass those of Europe, America and Japan.

  6) Aerospace aircraft factory

  7) Semiconductor industrial park

  8) Computer information technology center

  9) Biological and pharmaceutical research base

  10) Taiwan-wide railway and highway, port, airport plan including Southern and Northern Highway Company, Chiang Kai-shek International Airport, Railway Electrification, North-Link Railway Project, Su'ao Port Project, Taichung Port Project. These were all part of Lin Feng's combination with Chiang Ching-kuo's ten major construction plans during his administration, plus some later experiences, and were to be completed within five years from the early 1970s.

In fact, from 1950 to 1970, Taiwan had completed the initial accumulation of agricultural production to light industrial production in about twenty years. Next, it was necessary to enter the development stage of heavy industry. It can be said that Lin Feng's plan is a timely rain for Taiwan's economy. If this plan is perfectly implemented, Taiwan's overall strength will rise to a new level.

At this time, Chiang Ching-kuo walked in, looked at Lin Feng and said: "Father has agreed to our plan. From today on, Taiwan's foreign strategy will change. He will also retreat behind the scenes, and the future of Taiwan will be controlled by us." Lin Feng said with some worry: "Is the President's body all right?"

"Age is just a number, don't worry about it."

"Come take a look, I just organized Taiwan's recent investment plan, can our finances support it?"

"Tomorrow we will hold a meeting at the Ministry of Finance and discuss it."
