Section 5 Expansion of Prisons

City of Vice (Prison Expansion Fifth Section)

An unarmed civilian Mi-17 helicopter landed on an open space outside the garrison, and a group of people without weapons got off. They were dressed in all sorts of clothes, not like employees of any professional security company. Their plane didn't carry any weapons either, only a lot of lime for drawing white lines on the ground. This was just their advance work team, the building materials from the cargo ship hadn't been transported yet, and some people needed to come ahead of time to plan this place.

Wu Junwen didn't have the air of a big boss, personally holding a white paper to draw a simple plan, clearly marking out where their residence would be, where the warehouse and detention room would be built, and even drawing the main wall on the map. The company employees who received the plan began to draw lines on the ground with white lime, just like a construction site. However, Wu Junwen's work wasn't just supervising them, he also used a satellite phone to call the captain, telling him to enter the port of Lion City as soon as possible. Lion City was a free port, and the procedures for entering and exiting were not very troublesome.

The cargo ship entered the busy port and began to unload its goods. Building a barracks larger than the Constabulary's required too many building materials, and there were also transport vehicles on board that came with their own local license plates, which wasn't too complicated to apply for. When it was time to load up and prepare for departure, Wu Junwen personally arrived at the port. He knew that Lion City was a highly developed city with a large population and many vehicles, so in order to get these things to their destination quickly, they would need the Constabulary's patrol cars to clear the way.

"Everything is ready, the goods are at the port, and they need to be transported. Can you send a patrol car to lead the way, so that our drivers who are not familiar with the road here won't waste time?" Wu Junwen contacted Yu Fei by phone, and when Yu Fei answered, he glanced at his watch - it was already 5 pm, and the soldiers should be having dinner too. "You wait for our car at the port, we'll arrive soon."

"Alright." Wu Junwen was a man who valued efficiency, he glanced at his watch and began waiting.

"Fall in, fall in." After Yu Fei gave the order through the intercom, the constables ran to gather at the front of the car and also caught many people and detained many vehicles, almost one person per vehicle. Yu Fei told Wen Yong, "You go to the port to lead them, they want to transport things to prepare for work, I'll take the team back, see you later."

Wen Yong and the second squad didn't say a word as they got on a patrol car, and after the siren was turned on, it sped towards the port. Yu Fei led more than a dozen impounded cars back to the barracks, fortunately, all the soldiers in this squad had driver's licenses before enlisting, otherwise, many of the cars would not have been able to be driven back. On the highway, the military police convoy was advancing with yellow headlights flashing, and Yu Fei drove alone in the command vehicle leading the way, the GPS navigation device on the car ensuring that he, a new resident of this city, wouldn't get lost.

The barracks of the Garrison Command have become a large construction site, and the inside of the barracks has turned into a huge parking lot. There are vehicles everywhere that have been impounded, many of which do not even have license plates installed, completely disregarding the law. Yu Fei doesn't have time to carefully examine these vehicles, but this is just the beginning - after eating, he still needs to go out.

"Fall in!" Yu Fei shouted, and the soldiers lined up. Just as they had stopped their vehicles, the military police were still thinking of going to the cafeteria for dinner, and then driving around with the confiscated cars outside the camp at night. I wonder if the platoon leader has any entertainment plans, definitely not cruising around the city? "Everyone, don't go to the cafeteria for dinner, everyone eat on the vehicles, and then return to the city for patrol duty. Once it gets dark, those people will start doing business again. The country spends money to support us, we must also do our part."

"Yes, sir." The soldier who had been suppressing his feelings for a long time responded readily. Standing guard was always better than training, otherwise, every day outside the barracks would be three armed cross-country runs, and only after finishing could they eat. As for other physical training, it's countless, and if you don't exhaust yourself, being a soldier is not worth it. The feeling of being a soldier is still holding a rifle standing on the street corner, where the wind is gentle. They took the people they caught back to the empty space in the barracks, set up temporary barbed wire, and locked them up on the spot. The detention room was already packed like a can of sardines, so the later cellmates could only look at the moon and blow the evening breeze.

Yu Fei walked onto the construction site while eating bread, where excavators had dug four trenches and modular walls were buried in the holes. This would be the temporary wall of the future campsite. Indeed, it was faster than building a reinforced concrete wall like those at the barracks. Once the wall was up, iron wire mesh was strung up on both sides, with barbed wire on top. The modern ring-shaped barbed wire mesh is a specialty product for many military bases and often appears in news footage from war-torn areas. The security company in front of him was busy stringing up the wire mesh everywhere.

The excavator worked non-stop, digging out many ditch-like things on the ground. Yu Fei asked Wu Junwen while eating a simple dinner, "What's the point of making so many ditches in the camp?" Wu Junwen replied without thinking, "This is the sewage drainage system." As soon as he finished speaking, the workers buried the low-cost drainage pipes in the ditch.

"The suspects also have human rights, their cells will have sanitary facilities, can't they go to the toilet with your soldiers or my staff escorting them? The suspects can't drink too much water and keep raising their hands to report to the toilet, if you want to do it, do it properly. I know you plan to use it for a long time." Wu Junwen also didn't have time to go to the hotel for dinner, he was holding a hamburger while eating and watching the workers work.

"It seems you've accumulated quite some experience in war-torn areas, being able to set up a whole house with just this much in the wilderness." Yu Fei knew that mercenaries usually lived in very basic conditions, and the safest option was to have their own place of residence in the business district. When they left, they would still need to transport all these things away. Wu Junwen said: "When doing business, one must first have a place to live. Living in hotels is very insecure, sometimes we need to go to places with sparse population to do things, and some clients simply don't want outsiders to know of our existence. These houses are not just for us to live in, but also for those prisoners, does the constabulary have their own prison locally?"

"There are fewer local troops, so there is no dedicated prison for the constabulary." Yu Fei estimated that in the future, he would need at least a regiment of constables to guard the prisons if all the people he caught were locked up. The citizens wouldn't feel safe going out at night unless the dangerous ones were all caught. Wu Junwen said: "I reckon this place can temporarily serve as your prison. The local federal law enforcement agency's prison is already overcrowded, and they refuse to build new ones. This way, they think people will believe their public security is very good."

"I won't lock up the people I sue in someone else's prison, what if they run away and I have to waste energy catching them? I don't like too much trouble." As Yu Fei spoke, the camp was basically set up, and the professional security company's personnel were building their own houses. They had solar panels, wind turbines, but for now, the lighting on the construction site was provided by mobile diesel generators, it seemed that their independent working ability was very strong, no need for the military police to pay electricity bills.

"Officer, the soldiers have finished dinner, where are we going to execute the task tonight?" Wen Yong had already gone out and felt comfortable. He didn't want to stay in the barracks either. Only by going out could he feel the dignity of a law enforcement officer. Yu Fei: "Get everyone on the car, I'll tell you the location of the raid on the way."

After dark, the gate of the Garrison Brigade opened again. The blue warning lights on the military vehicle flashed and drove onto the highway. Wen Qian, who had already finished work, was driving her own off-road vehicle, originally intending to chat with Yu Fei. She also wanted to crack a big case and get promoted. She didn't want to be a patrol police officer until retirement. She also wanted to become a high-ranking police officer who only sat in the office. However, Yu Fei was busy with his own affairs, and he really had the energy to catch thieves.

A suspicious sedan stopped on the side of the road three kilometers away from the barracks, with the driver intently staring at the convoy that had just departed. The person in the passenger seat was holding binoculars and gazing at the barracks. They realized that most of the military police vehicles had left, indicating that the barracks were almost empty. Subsequently, the guy in the backseat of the sedan notified other accomplices by phone. After the military police convoy quickly departed from the barracks, another convoy was approaching the military police headquarters.

The net was cast wide and naturally caught all sorts of things. Just as the military police were raiding the casino, they had already caught many important figures. Several local gang leaders happened to be gambling in the casinos, but they were quickly arrested. Their accomplices wanted to rescue them, but those who had done illegal business with them wanted to get rid of them. However, Yu Fei, with his keen eyesight, noticed that some people seemed to have value. Among the gamblers, there were naturally not ordinary people following the bosses, and these people's eyes and facial expressions were different from those of ordinary gamblers. He had already separated these people and locked them up separately from their gangs. Yu Fei planned to starve them for three days before giving them water and starting the interrogation, so they wouldn't be able to withstand the questioning on a full stomach. He only cared about catching people and thought that those suspects would take him for an ordinary policeman, feeding them on time every day, waiting for their lawyers to arrive, and then releasing them after exhausting all the detention time. They were thinking too beautifully.

Although he himself broke the law when catching thieves, he thought it was worth taking a risk. Yu Fei continued to command the fully armed constabulary to continue clearing out the gambling dens and attacking the bandits who attacked the constabulary camp did not need to gather first and then advance, but instead used mobile phones to set up an attack time, and various troops advanced separately to avoid encountering temporary checkpoints on the road. If they were caught by the constabulary, they would be knocked to the ground with a gun butt as soon as they found rocket launchers and explosive firearms in the car.

Dozens of cars drove down from the highway and gathered outside the garrison, where Wu Junwen was organizing personnel for construction. He didn't look like a mercenary at all - he didn't like to risk his life or fight hard; he only liked to make money with his smart brain. He hadn't allowed these people to bring any weapons when they got off the boat, although there were a few non-lethal self-defense weapons. Many experienced and wealthy old mercenaries suggested, "Those people are definitely coming to fight, we should show our strength."
