  3. Obstructing or interfering with the normal conduct of investigation work;

  4. Refusing to accept inquiries from a major accident investigation team without justifiable reasons or refusing to provide information and materials related to the accident.

  Article 11: In case of accidents involving various units, if any of the following acts are committed, the relevant departments shall impose administrative penalties; if a crime is constituted, the judicial organs shall investigate criminal liability according to law.

  1. Being irresponsible for investigation work, resulting in significant omissions in the investigation work;

  2. Those who engage in bribery or corruption, cover up accidents, or take advantage of the situation to retaliate against others;

  3. Failing to actively assist and cooperate with national law enforcement agencies in investigating accidents.

  Article 12: No unit or individual may obstruct or interfere with the normal work of the accident investigation team.
