Chapter 29 Paris Convention

  Chapter 29 Paris Convention

The book review section was sprayed, and Xiaocai fully listened to the opinions and changed the three eight big covers. It's said that the equipment of Little Japan wasn't carefully looked at, indeed it was an oversight.

  ————————

Xia Jun and Li Shiying's correspondence continued unabated, Xia Jun also gained a deeper understanding of Li Shiying, who was a somewhat naive and romantic girl, but very much in tune with nationalist ideas.

What surprised Xia Jun was that Li Shijin studied business administration when she went abroad, and she was very familiar with the operation of patents. Originally, Xia Jun thought that applying for a patent would be fine as long as he went to the US.

That... isn't it written this way for all transmigrations?

Li Shiying gave Xia Jun a supplementary lesson on patent knowledge in her letter.

Under the Paris Convention for the Protection of Industrial Property of 1884, commonly known as the Paris Convention.

The Paris Convention for the Protection of Industrial Property applies to industrial property in the widest sense, including patents, marks, industrial designs, utility models, trade names (firm names), geographical indications and the repression of unfair competition.

The main purpose of the Paris Convention is to ensure that industrial property rights in one member country are protected in all other member countries. However, due to conflicting interests and legislative differences between member countries, the Paris Convention did not establish a uniform law for industrial property rights, but rather provided protection based on national legislation in each member country, and therefore did not eliminate territoriality of patent effects.

The Convention, while respecting the domestic legislation of each member, sets out several basic principles which all members must observe in common, to coordinate their legislation with that of the Convention.

The Paris Convention has the principle of independence, that is, trademarks and patents are applied for registration in a certain country, but after being revoked by its law, they do not affect the validity of the trademark or patent in other countries. In other words, when applying for a patent, it can be passed in this country, but it may not necessarily pass in another country, and vice versa, it cannot pass in this country, but it may pass in another country.

There is also a 'compulsory licensing patent principle', the Convention stipulates that member states can take legislative measures to approve compulsory licenses under certain conditions to prevent abuse of patent rights by patent holders. Within four years from the date of application for a patent or within three years from the date of grant (whichever is longer), if the patent holder does not implement or fully implement the patent, the relevant member state has the right to take legislative measures to approve a compulsory license, allowing a third party to implement the patent. If after two years from the first approval of the compulsory license, it still cannot prevent the harm caused by granting the patent, a procedure for revoking the patent can be initiated. The Convention also stipulates that compulsory licenses are non-exclusive and non-transferable; however, if they are transferred together with the part of the enterprise or trademark using this license, it is allowed.

The Convention also provides for 'Temporary Protection of Products Exhibited'. Member States shall grant temporary legal protection to inventions and products exhibited at official or officially recognized international exhibitions held on the territory of any member State.

Xia Jun analyzed the Paris Convention and found that patents are not something that can be used to make money by simply sitting back and relaxing, nor can they be monopolized without authorization.

Without your authorization, others can obtain a compulsory license. You want to monopolize but it's impossible. However, you can continue to collect patent fees. The problem is that two years later, others may cause trouble again and possibly directly revoke your patent. Of course, it's not entirely impossible to monopolize, it depends on whether the governments of various countries favor you. If the technology is completely in your hands, you can also achieve a monopoly.

In addition, Xia Jun found out that Li Shi Jing was studying Business Administration and had an impulse to snatch her away directly.

But thinking about it, I'd better give up. The person hasn't even been won over yet! But the action should be taken sooner or later, after all, it's already been more than a month.

  ……

Liu Jinshan paid for the goods, and Xia Jun exchanged 200 tractors, set up a Jianzhou Freight Company to help transport the goods. Each tractor has a load capacity of 5 tons, and the price is only 20 points per tractor, which is really very cheap.

It can still overload 5 tons and run with two cars as one, still running smoothly.

Jian'an County is the seat of Jian'ning Prefecture. The official road is a provincial highway, and tractors can drive on it without any problem, all the way to Fuzhou.

Then shipped by boat from Fuzhou to domestic and foreign places.

If you want to set up an industry in northern Fujian, it's best to solve the transportation problem yourself. Otherwise, the traffic here is not very convenient and trade is not easy to develop. This is a big constraint.

The freight is relatively cheap, from Xixiang to Fuzhou, a tractor only needs to pay 5 silver dollars, and the oil used by Xia Jun is paid with points, but there's no way around it for now.

When Liu Jinshan left, Xia Jun reminded him repeatedly, afraid that he would forget the matter of recruiting people. This time Liu Jinshan came without bringing anyone over.

Liu Jinshan explained that the fundraising was too urgent and he didn't have time to take care of it, which made Xia Jun feel like scolding him severely.

Xia Jun is now extremely short-handed. Zhang Si Gou has some culture, and it's okay to be active locally, but going out of town doesn't work at all, he has no experience at all.

At this time, Xia Jun really felt overwhelmed! Running a paper mill was busy and none of them were capable of taking charge on their own. The people below were indeed willing to work hard, but without ability, it was all in vain.

The security team has reached its limit in both construction and military construction. Continuing to expand everywhere will absolutely cause management chaos.

However, there is also good news. Xia Jun sent out the second-line troops of the five regiments, and the efficiency of suppressing bandits has increased a lot, after all, this is 15 teams!

In the northwest of Fujian, the suppression of bandits was relatively smooth. Jianyang, Wuyishan, Shaowu and Nanping areas all spoke Minbei dialect, although there were some differences, they could still understand each other.

Outside this area, language communication is somewhat hindered, and the speed of bandit suppression is also affected.

Within a week, Xia Jun's points had risen by 1.5 million, and his total points had accumulated to 7.5 million, with an additional 2.8 million silver coins in hand.

  ……

On April 23rd, the 013th and 012th regiments joined forces to annihilate a bandit gang of over 200 people in the Nanping area, causing Xia Jun's points to exceed one million.

Xia Jun hastily made a phone call and brought over ten excavators, flattening the small mound behind the barracks.

Level 4 High-Yield Rice Cultivation Base: Requires 1 million points, occupies 200 acres of land, comes with 500 personnel, and cultivates 1 billion kilograms of rice per year.

The base is very large, covering an area of 200 mu, and Xia Jun simply opened up the land behind the military camp to build the base. The production capacity of the base is quite impressive, with an annual output of 10 billion kilograms of rice seeds, which can meet the needs of 1 billion mu of paddy fields.

Lin Debao has been busy lately, as Xia Jun's first batch of 10,000 kilograms of rice seeds was exchanged, resulting in a shortage of nearly 5,000 mu in Xixiang. Each village wants more rice seeds and they all ran to him for them.

Lin Debao was also in a dilemma. With only 10,000 kilograms of rice seeds, it was impossible for everyone to have some. Now that the spring sowing season had arrived, Lin Debao allocated the rice seeds equally among the villages according to their population.

At this time, the breeding base is built up, and the problem of insufficient rice varieties will no longer be a problem.
